Project for the Reformulation of IBGE's Household Sample Surveys
The growing demand for socioeconomic and demographic information has become a reality for Official Statistical Agencies all over the world, characterizing an enormous challenge, due to the limited availability of resources.
The expansion of this information system is expected to encompass new topics and a deeper analysis of topics already treated, allowing surveys to be conducted at shorter or more regular intervals.
A possible solution to promote the adaptation of statistical agencies to this new reality has been the use of system-models with integrated production of data sources and databases.
Methodology and coverage reformulation of the main IBGE household surveys, such as the National Household Sample Survey PNAD), Monthly Employment Survey (PME), Consumer Expenditure Survey (POF) and Survey of Urban Informal Economy (ECINF) have always occurred individually. However, for the last few years, IBGE has developed the Integrated System of Household Surveys (SIPD), in which each topic investigated will be part of an integrated system of economic and demographic indicators. Planning, execution, dissemination and analysis of results of several surveys will be treated together, thus optimizing the use of resources and making it easier to meet new demands.

The thematic core of this system Will be formed by Continuous PNAD, a survey which will integrate PNAD and PME, and the group of Continuous POFs, formed by the complete edition of POF, conducted every 5 years, and the simplified POF, which will be conducted continuously. Once these surveys are continuous and serve several purposes, will naturally lead to supplementary investigation.
SIPD planning requires close contact between users and producers of information. In this respect, the concluded steps of SIPD have been presented in seminars and congresses promoted by IBGE or other institutions.
Users are certainly entitled to the monitoring and evaluation of paths taken towards the conclusion of this new Project.
II National Meeting of Producers and Users of Social, Economic and Territorial Information (CONFEST/CONFEGE) - August 2006
In this event, the SIPD Project was the subject of several discussions approaching sample aspects proposed for the new survey system and the thematic lines relative to conjuncture indicators about labor. Project development, both in operational and thematic aspects, had the participation of specialists in the use household sample surveys microdata, of representatives of the Ministry of Employment and of the Ministry of Social Development and Combat to Hunger, besides a consultant from the International Labor Organization.
